Ruler: Chapter 1

"In several countries like India, USA, Russia and China, several developments had been made. But, in the world of politics, corruption always seems to exists."

As a political leader, eliminating corruption is not an easy task for all. Let's see what happens in the life of this ordinary man, Darshan.

He hails from Dharmapuri of Tamilnadu. His father Krishnaswamy is an Architect while his mother Sumalatha is an ordinary housewife.

Now, Darshan is pursuing his B.Com (Professional Accounting) in PSG College of Arts and Science. He is a third year college student, staying with his close friends Adhithya, Thilip Rajan, Siddha Shasank Swaroop, Aravinth and Anuvishnu.

After the farewell party in third year, these friends have a farewell party, where they helds a discussion.

"We have to do something useful to this society da" said Darshan.

"Yes da. We have to bring some changes in this society" said Adhithya.

"What are we going to do now, for that?" asked Siddha Shasank Swaroop to which Darshan replies, "We are going to start a political party named, Birds."

"By starting the party, what are we going to do?" asked Thilip.

"We are going to bring some new changes to this society" said Adhithya.

"Don't joke da. Talking like this is easier. But, realism is hard. Do you know how much money it costs for starting a party?" asked Thilip.

"I know well. But, we have to bear all such challenges in politics" said Darshan.

Everyone agrees and takes an oath telling, "We, as the youngsters, would bring so many good changes to our state with so many welfare and development projects."

Their party is titled as Birds and got registered in the election office. At initial stages, raising funds proved difficult for running the party.

Darshan's friends Thilip, Aravinth and Anuvishnu scolds and admonished him for his ideologies and plans. The only guys to support him was Adhithya and Siddha Shasank Swaroop, who blindly trusts him. After this, Thilip, Aravinth and Anuvishnu relents. They apologizes to Darshan for the bad behaviour.

Initial challenges of fund raising proved difficult. But, now they manages the funds with the help of Aravinth's rich father, who is impressed with his son's responsible attitude. He congrats them heartily and motivates to win the trust of people.

Meanwhile, the election campaign for 2021 comes and everyone from ruling to the opposition party contests and participates in the meeting of people.

Darshan's party campaigns in the rural and slum areas of Adayar, Kanchipuram and other areas of North Chennai.

"You are all still living in the slum areas. No developments in these places. We promise a healthy government. Please vote for us" said Darshan.

However, no one responds to his words and they instead preferred to go for the other political leader, who offers them liquors and Biriyani.

"They would never respond to us, da. Since, those people were brainwashed by those political leaders" said Adhithya.

"No. Don't lose the hope. We would get support. Let's wait" said Siddha, Aravinth and Thilip.

The youngsters and children of slums supports them by getting the notice from their party members.

Meanwhile, Chief Minister Murugeshwaran and the opposition leader Rajarathinam becomes furious upon learning the involvement of youngsters in politics.

Henceforth, they bribes the top Journalists like "SIGARAM, ROJA AND SEMBARUTHI" channels. They asks them to create a fake news and reports about the youngsters as a method of brainwashing.

Initially, people believed Darshan and his party members to be corrupt, selfish and misunderstands them to be traitors. Almost, their party member could have been arrested.

But, a Journalist named Shivadas comes for their rescue. He telecasts a video through youtube, in which he showcases the bribe that had been given to the Journalism office. Thus, the innocence of Darshan and his members are proved and they get released.

Now, Shivadas tells Adhithya, "I feel proud to see the youngsters like you in the mission of eliminating the corruption and evils in the society. It's very rare to see the youngsters, participating in elections. You should cope up all the challenges, that comes across you. All from Journalism to Politics have been corrupted. It's your job to eliminate these things" and he leaves from the place, assuring them that, "he would give full support for their elections."

Meanwhile, the opposition leader Rajarathinam meets these youngsters and tells Darshan, "Young man. Did you think that, entering into politics is easy? It's like a whale. You have to face several ups and downs in the career of politics. This is just the beginning. You would understand the world of politics slowly. Okay. I will leave. Bye."

When Darshan loses hope, Adhithya reminds him off, what they learned in NCC while, they were in college. On recalling the oaths in NCC, everyone reunites and plans to take a brisk election campaign.

Facing the hurdles from Media on one side and challenges from ruling party on the other side, Darshan's party members almost felt tired and were in a stage to exit from the political arena, until Shivadas comes to support them.

He motivates them to fight against the system and participates with them in the campaign. Most of the youngsters(both rural and urban) and elders across urban areas supports Bird party. Much to the chargin of Murugeshwaran and Rajarathinam.

In the elections that was held in 2021, Birds party wins by getting a majority of seats. Darshan becomes the Chief minister of Tamil nadu. In his cabinet Office, he appoints Thilip as the Finance Minister, Siddha as the Education Minister, Aravinth as Defence minister and Transport minister. Anuvishnu had been posted as Food and Health minister.

Darshan appoints Sivadas as the Home Minister as well as his advisor, having been impressed with his helping nature and tendency.

At first, Darshan holds a meeting with his cabinet officers and have a discussion.

"Have you took the statistics of problems, that had been faced by Tamilnadu people?" asked Darshan.

"Yes, Darshan. We have took the statistical records" said Adhithya and Thilip Rajan.

"What are all the main problems in Tamilnadu?" asked Darshan.

"Main problems are rural unemployment, Education problems, Agricultural issues, heavy traffic and accidents" said Siddha.

"Thilip sir. Have you prepared the budget report for this year?" asked Darshan.

"Yes Darshan. I have prepared the budget report" said Thilip.

After checking the budget report, Darshan agrees and asks Sivadas to look into it. He too, approves off the budget report.

"Aravinth, Adhithya. Hold an immediate meeting with the police officers and traffic officers" said Darshan.

"Ok Darshan. Sure. We will arrange for that" said Aravinth and Adhithya.

The Police officers and traffic officers comes to meet Darshan in the office, where he poses the following questions: "Gentlemen. Thank you for coming to to meeting. May I knew what all steps have you all taken to control the traffic in our main cities of Tamilnadu."

"We have made strict rules and regulations, sir. Fines were made severe. We also created several awareness programmes in various cities of Tamilnadu" said a police officer.

"What about the fines? May I know about the fine charges?" asked Darshan and Adhithya.

"For driving vehicle i) without license- ₹25,000, ii) Without wearing seat belts and helmet: ₹30,000 and iii) Without having insurance and safety measures: ₹45,000" said the police officer.

"Make an immediate changes in these fines. i) Without license if any person drives a vehicle(below 18 and others), he would be imprisoned for 3 years imprisonment, ii) Without insurance and wearing helmet, if anyone drives a vehicle, then the person's license would be cancelled for three years. This cancellation policy is applicable for the superfast riders also" said Darshan.

Besides bringing these measures, Darshan orders the police officers to implant monitorized Cameras and binoculars in NH4 roads, Junctions and Highways of Tamilnadu, so that proper action could be implemented in a proper and smooth way.

"Darshan. If we do like this, then people will be feared da" said Adhithya and Aravinth.

"I expect Accountability and responsibility from our people. We are all a common man. Hence, law should be severe for protecting the common man in this society" said Darshan.

"You are absolutely right, Darshan" said Shivadas.

As per the rules and regulations, fines are charged severely all over the places of Tamilnadu. As a result of this, some people opposed the plans of Darshan, while some appreciated his efforts as well as praised for his unique measure to control the problems of accidents and traffics.

The media, under the payroll of opposition parties opposes and admonishes Darshan's plan. Later, when he goes to the Legislative Assembly, Rajeshwaran(now the opposition party leader) asks, "Madam speaker. Our chief minister's recent plan of controlling Traffic rules have feared the people a lot. Is this a dictatorship rule or democratic rule?"

"I expect Accountability and responsibility from all the sections of Audience, madam speaker. My motive is is bring a change in our people's mind. Leader sir. You told that, on seeing our government, you remembered the dictatorship rule. But, for me, I remembered the words that my father told to me, when I finished my college. If permitted, I may tell that words here, madam speaker" said Darshan.

"Yes. Proceed" said the Madam speaker.

"My father told me, 'Dear son. Be careful. This world is very worst. Everyone are selfish. They would try to degrade you. Don't let yourself down. Make everyone accountable and responsible" said Darshan and in addition tells, "Today, my father is peaceful in heaven. While, I am executing the words, that was told by my father. My service for this society have just now began, madam speaker. Still, I have lots more to go on" said Darshan and he leaves from the Cabinet meeting with his members.

As his next step to develop Tamilnadu, Darshan improves sanitation facilities, roads in rural and urban sectors, with a few challenges since, he brought the plan of self-ruling policy in rural areas.

Prior to this, Darshan plans to bring a new change in Education system of Tamilnadu and holds a discussion with his cabinet ministers after which, they goes to the Legislative Assembly.

"Madam speaker. I have brought a new plan in the field of Education. It's New Education Policy act, 2021. As per this act, practical as well as theoretical training would be given" said Darshan and he explains the further features.

However, the opposition party leader opposes this and tells to him that, "This new education policy would not be useful for Rural areas." But, Darshan ignores his words and advices.

Angered, opposition leaders bribe the Journalism companies and asks them to spread false news about the New Education policy. However, facing all such challenges, the policy finally becomes successful.

As a result of this, Darshan makes a lots of enemy in the world of politics and even his own political party leaders under Thilip, opposes some of his plans.

Darshan brings an act, "Natural Resources Conservation act, 2021." According to this, i) Sand mining and illegal activities are prohibited,

ii) Natural resources cannot be looted by any political leaders except for some companies(which wanted to take some resources), iii) No one have the rights to hunt the wild animals or deforestation. Initially, as per the same funding, some media spreaded false statements about the plan.

Besides this act, Darshan also brings another act called "Corruption analysis act, 2021" according to which, he brings the following rules:

i) If any officers and officials get bribes from people, then they should be immediately hanged to death.

ii) Based on the number of times that they got the bribes, they should be beheaded to death, with their family.

Initially, this act brings a widespread opposition from all corners of opposition rulers and other state leaders, who oppose the ruling as a monarch. Many indulged in protests. However, the Prime Minister supports the plans of Darshan, praising his brave actions.

However, a few media journalists managed to thwart the plans and made this plan, a successful one in Tamilnadu, much to the wrath of several political leaders.

As a henceforth, some politicians hatches a plan to assassinate Darshan when he comes to the Legislative Assembly on 15.08.2021.

However, sensing this earlier itself, Thilip manages to save Darshan and in addition, gets the politians(responsible for the attempt murder) arrested by the police.

In addition, Sivadas shows the evidences that he collected against the Corrupt politicians, Corrupt officers and officials, corrupt industrialists and other corrupted people to Darshan. After going through it, he orders the police officers to arrest corrupt politicians(including Rajeshwaran and Rajarathinam), Corrupt officers and corrupt officials as a steps to eliminate corruption.

Corrupt people gets arrested by police while, Darshan proceeds to go inside the Assembly hall with his party members...
